■06年の新規株式発行額、前年比3兆元増加
中国証券監督管理委員会（証監会）の姚剛主席助理は23日に行われた会議で、中国では今年、株式発行市場の伸びが過去最高を記録し、通年の新規株式発行額は前年比3兆元増加したことを明らかにした。北京の日刊紙「京華時報」が伝えた。
姚主席助理によると、今年5月に資本市場が融資機能を回復し、通年の資金調達額は2100億元を超える見込み。うち株式公開（IPO）によるものは約1600億元、上場企業の株式追加発行などによるものは約500億元。2000年の1540億元に比べて36％の増加で、証券市場の株式発行による資金調達額の新記録を樹立した。通年の新規発行株式は3兆元以上の増加となり、前年末の発行済み株式の時価総額3兆2千億元に比べて94％増加した。現在、上海・深セン両証券取引所の時価総額は8兆元を超え、前年末の2.5倍に増えている。また通年の新規上場企業数は70社を上回り、株式を追加発行した上場企業数は52社に上った。
■国内企業・外資系企業の所得税率一律25％へ
国内企業と外資系企業とに対する所得税を一本化する法律の草案が24日、全国人民代表大会常務委員会に提出され、初めての審議が行われた。草案に基づき、今後は国内外企業に対する所得税率が一律25％に統一される。また企業所得税の優遇策の重点が、これまでの地域中心から産業中心へとシフトする。
財政部の金人慶部長は同委員会で発言し、「25％の税率は国際的にみればちょうどよいかやや低い水準に属し、中国税制の競争力を今後も維持し、海外企業の投資をより促進し、導入するのにプラスになる」と述べた。
中国では企業所得税は増値税（付加価値税）に次ぐ第2の税種だ。統計によると、2005年の企業所得税納入額は5510億7千万元に達し、同年の税収全体の17.85％を占めた。現在、国内企業と外資系企業との所得税率は一律33％だが、一部の特殊地域の外資系企業には24％または15％の優遇税率が、利益の少ない国内企業には27％または18％の優遇税率（二档照顧税率）がそれぞれ適用されている。
財政部関連部門の責任者によると、新しい企業所得税法の実施後は、外資系企業の所得税負担は増えるケースもあれば減るケースもあり、全体としてはやや増える見込み。だが外資も含めハイテク企業は規定に基づいて15％の優遇税率を受けることが可能であることや、これまで優遇措置を受けていた外資系企業には新税率適用に先立ち過渡的措置が取られることなどから、新法が外資系企業の経営に与える影響はそれほど大きくないものと予想される。
■初の合弁コミューター航空会社が設立、軍用空港を使用
国内初の中外合弁のコミューター航空会社がこのほど、北京で設立された。深セン航空と米国のメサエアグループが共同で出資するもので、中米の航空運輸企業が合弁設立した初の航空会社であるとともに、また国内最大規模のコミューター航空会社となる。
新会社の登録地は北京市、登録資本金は5億元。うち深セン航空が2億5500万元を出資して株式の51％を保有し、米国側はメサエアグループとデラウェア州ウィルミントン市に本社がある信託会社のウィルミントン・トラストとが米ドルで2億4500万元相当を出資して、株式の49％を保有する。
新会社は最終的にコミューター機160～200機を運行する計画で、2007年末までの運行開始を目指している。設立当初は20機を運行し、50～90席クラスが中心になる。拠点空港となる北京良郷空港は、現在は軍用空港に属するが、新会社の進出後は軍民両用空港になる。
■外資9行に在中国支店の法人銀行化を認可、みずほなど
中国銀行業監督管理委員会(銀監会)はこのほど外資系銀行9行に対し、在中国支店を法人銀行化することを認可した。
今回認可を受けたのは、スタンダードチャータード銀行、東亜銀行、香港上海銀行（HSBC）、恒生銀行（ハンセン銀行）、みずほコーポレート銀行、三菱東京UFJ銀行、シンガポール開発銀行（DBS）、シティバンク、ABNアムロ銀行の9行。
これら9行の外資系法人銀行の登録地はいずれも上海市。2006年9月末現在、9行の在中国支店数は外資行の在中国支店総数の34％を占め、在中国総資産は外資行の在中国総資産全体の55％を占め、中国で上げた利益は外資行の中国での利益全体の58％を占めた。
「中華人民共和国外資銀行管理条例」とその「実施細則」の規定に基づき、外資系銀行の在中国支店の外資系法人銀行化には2つの段階が設定された。第1段階には、中国関連部門から法人銀行化の認可を受け、現有の支店機構を外資系法人銀行の支店機構へと移行させる作業を行う。第2段階には、移行作業を完成させ、外資系法人銀行を正式に設立する。

■中国、臨時備蓄穀物約430万トンを販売供給を保障
中国備蓄穀物管理総公司（China Grain Reserves Corporation）が明らかにしたところによると、国は21日までに、市場のニーズに基づいて、臨時備蓄穀物を穀物卸売市場で6回競りにかけている。取引総量は約434万トン、平均取引率は80％で、今年市場調整のために行った保護買付総量の約10.6％を占める。これは臨時備蓄穀物の市場調整作用を十分に発揮するもので、穀物価格を安定させ、穀物供給を保障した。
国家臨時備蓄穀物とは、同公司が国家からの指名を受け、保護価格で穀物を買い取り、もしくは国家組織から穀物を輸入し、臨時で備蓄している穀物を指す。今年6月1日～9月30日までに、同公司は国の全体的要求に基づいて、小麦の主な生産地である河北省、山東省、河南省、江蘇省、湖北省、安徽省の6省から、計4070万トンの小麦を保護価格で購入した。これは6省の総生産量の40％を占めるほか、商品穀物の生産量の80％を占める。市場調整のために保護買付を行うことにより、小麦の価格が保護価格以上で安定し、農民の積極性を保護することができる。
同公司の何清民スポークスマンは、「穀物卸売市場で競りを行うバイヤーは穀物加工企業が多く、500～600社となっている。市場ニーズは基本的に安定しており、買占め、転売などの現象はなく、正常な市場秩序が保たれている」とした。
何氏はまた、臨時備蓄穀物は穀物価格が上がったときにだけ売り出すわけではなく、穀物卸売り市場で1年中いつでも公開の競りの形で売り出され、穀物供給を保障するものだと強調した。
■日立、中国大陸部でHDD商標を取消へ
株式会社日立グローバルストレージテクノロジーズ（日立GST）はこのほど声明を発表し、中国大陸部における日立「TravelStar」（トラベルスター）シリーズのハードディスクの商標使用を段階的に停止することを明らかにした。「Travelstarとそのロゴ」の独占使用許可権利は「北京旅之星業新技術公司」にある。北京の日刊紙「京華時報」が伝えた。
旅之星マーケット部経理は同声明を受けて、「旅之星は日立の商標権侵害行為を阻止し、自己の正当な権益を守った。これは最も良い解決方法だ」と述べた。一方、日立側は声明を発表する以外の態度は表明していない。
日立GSTの開発した2.5インチのノートパソコンハードディスク、「Travelstar」は今年10月、瀋陽、長沙などの工商局で商標権侵害の疑いで一部が差し押さえられ、処罰通知書も送付された。
■中国、米国と日本に次ぐ世界第三の自動車生産国へ
中国汽車工業協会(CAAM)の蒋雷・常務副会長は22日、「権威ある統計によると、中国の自動車生産・販売数は2006年、計700万台に達することが決定した。これにより中国はドイツを抜いて、米国と日本に次ぐ世界第三の自動車生産国になる。国民経済は来年も引き続きやや速いペースで成長を続けると見られるため、2007年の中国自動車工業は安定した成長が見込まれる」と述べた。新華社が伝えた。　
蒋副会長の予測によると、2007年の国内自動車販売台数は15％前後のやや早い成長を遂げ、販売総数は800万台を超えるということだ。
■広深鉄路がA株、上海証券取引所で正式上場

同公司のA株通用略称は広深鉄路、証券コードは601333で、価格は1株あたり3.76元。発行株式数は計27億4800万株、調達額は103億元を見込んでいる。同公司のA株再上場に対する投資家の反響は大きく、応募は順調で、機関投資家166社がオフラインでの応募に参加、応募資金は739億8千万元に達した。発行数の35.5倍の購入申し込みがあり、凍結資金は3803億元、新規株式公開（IPO）当選確率はわずか1.1％で、「株権分置」(上場企業の流通・非流通株式の分離)改革以来の最低を更新した。
